Meanwhile, hosts Germany will kick off the tournament against Steve Clarke’s Scotland in a group which also contains Hungary and Switzerland.
Group B will largely be seen as the ‘group of death’, with top seeds Spain drawn alongside Croatia, Italy and Albania.
Confirmation of the last three finalists will come in March at the conclusion of the play-offs. Wales will be looking to qualify for a third-successive major tournament with victory at home to Finland and then one of Estonia or Poland.
